On May 18, China Association for Standardization (CAS) approved and released in Tianjin the China Digital Multimedia Broadcast (CDMB) standard numbered CSA158-2007. According to resources, by adopting the CDMB standard on which China owns intellectual property, China will save annually more than US$ 2 billion that would be formerly paid to foreign countries. 

According to Chen Guangxing, member of the CAS's Multimedia Communication and Broadcasting Standardization Technical Commission, CDMB's core technology is the DAB-based channel transmission technology and AVS-based signal processing technology. DAB technology is the technical specification on Digital Audio Terrestrial Broadcasting (GY/T214-2006) recommended by the State Administration of Radio, Film and Television; and AVS is the national standard (GB/T20090) issued by National Standards Administration. Therefore, China owns all the intellectual properties on the CDMB technology which complies with relevant national standards.

The standard was drafted by eight organizations, including Weixin Holdings; CECT; Telestone; Guangzhou Online; Beijing Post and Telecommunications University; the University of Electronics, Science and Technology; CETC and CEC. The membership covers more than forty core supporting enterprises, involving all the mobile TV sectors. 

The development of CDMB-based mobile TV system and terminal has been finished, and the samples are on demonstration and test in Beijing University of Posts and Telecommunications. The result is successful. The functions of the samples involve AVS video, audio and navigation, transmission of broadcasting signals of securities' data, signal coverage, and the mobile terminal's receiving signals in fixed and fast-moving states. 

Reportedly mobile TV is a smart mobile phone that, via peer-to-peer or peer-to-multi-peer transmission with an operating system and video functions, can be used to watch TV programs through mobile communication or a digital broadcasting network. The new instrument takes on the advantage of traditional media in the way that it is visual like TV, handy like radio and can be retained like a newspaper, and meanwhile it absorbs the interactive feature of the internet and the high quality and large capacity of digital technology.
