On July 25, the National Copyright Administration ( NCAC ), Cyber space Administration of China, Ministry of Industry and Information Technology and Ministry of Public Security held a news conference to launch Jianwang Campaign 2017. Yu Cike, Director General of Copyright Department of NCAC briefed the work plan of Jianwang Campaign 2017. This campaign will focus on the copyright regulation in the e-commerce platform and the mobile APP field etc.

 

At the invitation of the Intellectual Property Agency of the Republic of Armenia and National Intellectual Property Center of Georgia, vice president of the State Intellectual Property Office (SIPO) He Zhimin paid visits to both countries. He visited the Agency in Armenia to negotiate in terms of strengthening bilateral IP cooperation and sign the first cooperation MoU. When visiting Georgia, he attended the international conference on Fight against IPR Infringement and Counterfeit and entered into the 2017 - 2018 work plan with the Center in Georgia.  

 

On August 2, research findings of IP regional layout in China was released in the training class of regional IP strategy implementation. The research findings includes Theoretical and Political System of Regional IP Layout in China and Research Report of Regional Layout in China (2017), with the guidance of the State Intellectual Property Office (SIPO) and the compilation of the team led by Professor Liu Chaofeng from Dalian University of Technology. The core target of regional IP layout is to establish a resource-allocation-oriented directory through overall analysis of local IP resource elements.  

 

On July 17, the general secretary of the Communist Party of China Central Committee and the president of China, Xi Jinping held the 16th Meeting of the Leading Group for Financial and Economic Affairs to study how to improve the investment and market environment. Xi pointed out that property protection, especially the IP protection is an important factor of forming a good business environment. The government should complete relevant laws and regulations, improve the quality and efficiency of IP review and quicken the construction of IP protection system in the new developing industry and of enterprises.  

 

The Measures on Patent Priority Examination Management, recently issued by the State Intellectual Property Office, has taken into effect since August 1. The new Measures expands the scope of application of the priority examination, covers applications of invention patents in the substantive examination stage, utility models and designs as well as reexamination and invalidation procedures of the above three types of patents. It improves application conditions of priority examinations and expands them. Additionally, it also simplifies the application procedures of the priority examination and optimizes its dealing procedures.  

 

The State Intellectual Property Office of the P.R.C. (SIPO) and Commerce and Economic Development Bureau (CEDB) of the Hong Kong Special Administrative Region signed the Cooperation Plan in IP industry between SIPO and CEDB of Hong Kong (the Plan), in order to further deepen their communications. The commissioner of SIPO Shen Changyu and the secretary of CEDB presented both sides, signing the plan. The Plan covers study and promotion of IP trade’s development, promotion the cooperation on patent etc.  

 

On August 3, Ministry of Commerce of the People’s Republic of China held a press conference to introduce the situation that China promoted Cloud Sword Alliance to crack down on fake goods. With the rapid development of internet economy, the infringing and counterfeit products has featured systematic management of online and offline sale, with more obvious characteristics of organized illegal measures and fragmented areal distribution. The Office of the National Leading Group on the Fight Against IPR Infringement and Counterfeiting recently printed 2017-Implementation Measures of Cloud Sword Alliance, organizing 13 provinces in Yangtze River Delta Urban Agglomerations and Pan-Pearl River Delta to jointly the specific action of cracking down on fake goods.  

 

Based on the copyright information and authorization updates filed by relevant departments, the National Copyright Administration of China (NCAC) published the 6th list of key works requiring necessary measures to be taken against piracy in 2017. Such an initiative is undertaken under the Opinions of NCAC General Office on Strengthening Copyright Control over Works Distributed Online. Internet service providers (ISP) are required to adopt the following protection measures for the theatrical films including ISP directly providing contents cannot provide listed works without authorization; ISP featuring user-uploaded content should prevent users from uploading listed works etc.
