On December 18, 2007, the "2007 China IT Users Annual Conference" held in Beijing was jointly sponsored by the China Center for Information Industry Development (CCID) and China Federation of IT Promotion (CFIP). PC manufacturers and household electrical appliance retailers, including the Lenovo Group, Founder Group, Tsinghua Tongfang, and Gome Group, received the promotion prize in the authentic software market for their outstanding contributions to the pre-loading of authentic software.
Early in March 2006, the three ministries jointly issued the "Notice on the Relating Matters of Preloading Computers with Official Edition of Operating System Software," explicitly requesting that computers produced and marketed in China must be pre-loaded with the official edition of operating system software before the delivery and resale. Any unit or individual may report acts of pre-loading pirated software to the competent department of copyright, the administrative department of information industry or the administrative department of commerce. The competent department of copyright will investigate and deal with such acts in accordance with law.
Zhang Quansheng, CEO and chief representative of BSA, said at the conference that "Lenovo, Tsinghua Tongfang, Founder and Gome have made great efforts and contributions to promoting the sound development of the software market. Illegal acts of pre-loading computers with unauthorized software will not only endanger the normal computer operation of users, but also incur legal risks. Furthermore, it is to the disadvantage of the healthy development of the software ecosystem. A healthy development requires the support from all walks of life. Only with common efforts can we construct a harmonious, stable, and beneficial-to-user software market."
